New flour mill strengthens local workforce capabilities
Nearly a year since breaking ground, BESIX Watpac is making strong progress on MAURI’s cutting-edge flour mill in Ballarat – a landmark project that highlights the builder’s expanding presence in the region and its commitment to excellence in food processing, industrial construction, and regional development.

BESIX Watpac’s focus on creating opportunities for locals in the region as part of the flour mill project has resulted in the creation of more than 200 local construction jobs.
BESIX Watpac General Manager for Victoria and South Australia, Al Crosby, said local engagement was vital to the success of the project.
“The flour mill has afforded local subcontractors and businesses the valuable opportunity to gain experience in constructing a complex and unique facility,” Al said.
“The specialised work carried out by local trades on this flour mill project is helping to build a skilled workforce that will leave a lasting legacy in the region.”
BESIX Watpac collaborated closely with the client through the initial planning stages, leveraging its experience in constructing complex and unique infrastructure to ensure the project meets all its deliverables. To date, the project has recorded more than 94,000 hours worked, with zero lost time injuries – a testament to the strong safety culture of the team, commitment to best practice and the high calibre of talent on the project.
Local contractor Delta Group is among the subcontractors contributing to the flour mill’s construction, continuing its partnership with BESIX Watpac following their successful collaboration on the St John of God Ballarat Hospital project.
“Delta Group is thrilled to continue our strong partnership with BESIX Watpac on the delivery of the flour mill,” Delta Group General Manager, Jason Attard said.
“Our commitment to the region is reflected in our strong local workforce and collaboration with local suppliers, all of whom play a vital role in supporting Ballarat’s growth and development.”
The construction of the new flour mill includes the installation of 996 precast elements, with 710 already in place. So far, 4200m³ of concrete has been poured, contributing to the planned total of 5,000m³ across 44 separate pours.
Located near a rail corridor for efficient grain delivery, the fully automated plant will operate with advanced processing equipment and sensors to ensure smooth operations and prevent flour build-up. Expected to top out over the coming months, the facility will also feature a solar system to support sustainability goals, with provisions for future expansion including a packing facility, car parking, roadways, and rail infrastructure.
